Leitrim County Council is the Planning Authority for County Leitrim. Its mission statement is “ To ensure the planning process achieves a balance between economic development and the environment.”

It carries out the following services:

Preparation of the County Development Plan, which is updated every six years. The Leitrim County Development Plan 2003 -2009 was prepared under the Planning and Development Act 2000. The plan sets out the policies and specific objectives that will guide the actions of the Council in its established roles as provider of physical infrastructure, protector of the environment and its emerging role as facilitator of social, cultural and economic development.

A statutory Local Area Plan is also prepared for Carrick on Shannon, the only scheduled town within the County. The ‘Carrick on Shannon Local Area Plan 2004-2010’ is also reviewed every six years . This plan included zoning provisions for the development of the town and thus is the only urban centre within the county to which the Social and Affordable Housing provisions under Part V of the Planning and Development Act 2000 applies.

Over the last number of years the Council has prepared a number of non-statutory Urban Framework Plans (UFP’s). Plans have been completed for the following main population centres: Manorhamilton, Ballinamore and Mohill. These plans envision the future development of these centres and have been a catalyst for development within these centres. UFP’s are currently nearing completion for : Drumshanbo, Drumahaire and Drumkeeran. It is proposed to commission further plans for Dromod/Rooskey and Kinlough/ Tullaghan in the near future

The Planning Authority is also responsible for the Register of Protected Structures, i.e structures of Architectural Heritage value, which are listed in the relevant statutory development plans. The Council operates a Conservation Grant Scheme on behalf of the Department of Environment Heritage and Local Government, to help fund the works for the securing of the structural stability and repair of these protected structures.

Pre Planning Clinics. The Planning Department organises pre-planning clinics throughout the County to assist with all proposed planning throughout the county. Each area has a specific person assigned to an area, along with the Senior Planner and a Senior Executive Planner, who oversee the process.

Leitrim County Council is the Housing Authority for the County of Leitrim. It has responsibility for providing housing or assisting in the provision of housing to those who are unable to provide suitable accommodation from their own resources. The Council pursues this aim by means of direct provision and also by means of other Social Housing options including Loans for purchase and construction as well as Grants.
